While achievable in one session, it's a time investment. Completing this quest is crucial; the boss arena remains inaccessible until it's finished.
Secondly, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them and having them appear on your map suffices. Upon discovering all patrols, a message confirming Nightmare Tempest Mephis' appearance will trigger, allowing you to engage the boss at the location shown in the image above.
