Starting The Lost Shipment Quest

Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive two vital leads.

Completing The Lost Shipment Quest

Investigate both leads. Remove any Town Guard attire before questioning anyone.

Talk to Captain Shirker on The Vincible

Find Captain Shirker on his ship, The Vincible (southeast area). After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat.

Locate the Man in a Blue Waistcoat in the Town Square. He points you towards "The Illusion," a weapons dealer, suggesting you impersonate "Sam." To do this, you'll need a monobrow.

Visit the hairdresser (Old Street West); 8 Silver and 280 Copper will secure the "Sam" look.

Ask Around at The Hooked Hand

Investigate The Hooked Hand restaurant (near Eel Street). You'll be directed to The Frequently Fresh Fish Stall.

The Fishmonger at the stall (past Eel Street Bridge) requires a Fetid Flounder (Level 25 Fishing Skill). Write a note (using Quill, Ink, and Paper – found on Lord Brannof's desk), hide it in the fish, and give it to the Fishmonger.

Hide nearby; observe the buyer (a Furtive Stranger).

Follow the Stranger to Monab Row. Remove any Guard gear, reveal your monobrow, and identify yourself as "Sam." Defeat the thief (Level 30), retrieve the Plumbatae, and return them to Brannof Hall to complete the quest.
