Follow the watercourse north until you spot a broken bridge, positioned northeast of the Old Pargrun Wall and near the Western Pargrun Wall Beacon fast travel point. Proceed to the southern end of the bridge and venture into the riverbed. Swim westward to find an opening that leads to a cave. Inside, on solid ground, you'll find a chest containing the treasure: the unique Wind and Wave shield.
